Dr. Michael Turner

Dr. Michael Turner is the Founder, President, and CEO of the Policy & Economic Research Council (PERC). He is a recognized global expert on credit access, credit reporting and scoring, information policy, and economic development.

Dr. Turner has advised two U.S. Presidential administrations, testified before Congress and multiple state legislatures, and presented studies to various federal agencies and the White House. Under his leadership, PERC has served as a partner organization to the Consumer Financial Protection Bureau (CFPB).

Most recently, Dr. Turner co-founded Verify4, a U.S.-based verification company, where he also serves as CEO. He has worked on projects in more than 25 countries across six continents and is widely regarded as a thought leader in consumer and commercial credit information sharing. His work has supported initiatives for organizations such as the OECD, Inter-American Development Bank (BID), International Finance Corporation (IFC), World Bank Group, and USAID.

He also launched the Asia-Pacific Credit Coalition and serves as the credit reporting “Sherpa” to the APEC Business Advisory Council (ABAC) and the Asia-Pacific Financial Forum (APFF), advancing financial inclusion across APEC’s 21 member economies.

Previously, Dr. Turner was a Graduate Fellow at the Columbia Institute of Tele-Information at Columbia Business School in New York, Executive Director of the Information Services Executive Council, Manager of Government Affairs for the North American Telecommunications Association, and Staff Assistant in the U.S. Senate.

Dr. Turner earned his Ph.D. in International Political Economy from Columbia University and a B.A. in Economics from Miami University. He was awarded a Yeck Fellowship from Harvard Business School and named an Ashoka Foundation Fellow in 2009.
